Billbergia’s Fresh $1bn Plan Leads Wentworth Point Flurry

Billbergia has revealed its third set of plans for a $1-billion precinct on a prominent Sydney Harbour site. A request for SEARs has been issued by the developer for its HDA-declared Bennelong Cove precinct on Burroway Road at Wentworth Point. At the centre of the scheme are two 50-storey towers that boast “architectural roof feature[s]” spanning five storeys. Planned to comprise 105,000sq m of gross floor area, the final stage of Billbergia’s Wentworth Point plans would yield 1200 homes. A 5 per cent affordable infill component of 60 homes would be managed by a community housing provider for a minimum of 10 years. Also part of the proposal are 5400sq m of commercial and retail space, and 16,700sq m of public open space, including 10,044sq m dedicated to a park and foreshore promenade. A 3392sq m sports centre and 1549sq m, 90-place childcare facility, both to be operated by the City of Parramatta, and a 4000sq m waterfront club are included. The childcare facilities and parklands form part of a Voluntary Planning Agreement also submitted to the Parramatta council. Design for the site began in 2016—this is the third time the concept has passed through the planning system. Exhibitions were held by the Parramatta council in 2022, and by the Department of Planning, Housing and Infrastructure from November 2023 to February 2024. The site at 5 Footbridge Boulevard and 16 Burroway Road, 12km west of the Sydney CBD and 6km east of the Parramatta CBD, is flat, reclaimed land that had long been used for industrial purposes. It cannot be excavated for deep basements. Previous users included a timber manufacturer, a transport depot and a radio transmission tower for 2GB. ▲ Public open space of 16,700sq m has been offered to the council under a Voluntary Planning Agreement. Development, construction tenders open Meanwhile, the Landcom site immediately to the north of the Billbergia block is open for tender with a concept approval attached. A proposal for a mixed-use precinct of two nine-storey towers and 412 apartments was given the tick in October. The tender campaign is accepting interest until November 24. The 19,870sq m site at 9 Burroway Road was approved for a larger proposal, but has since been downsized to 42,800sq m GFA of residential and 2500sq m of retail and commercial. A 15 per cent affordable housing component is mandated for the winning developer. Landcom is in the construction phase for open public space attached to the site, including landscaping, with a projected opening date of mid-2026. John Holland, awarded the $322-million contract for the Parramatta Light Rail bridge between Wentworth Point and Melrose Park in September 2024, is accepting bids for a number of sub-contracts on that project. Sekisui House is also active in the area, with the $2-billion, 2100-home Sanctuary project under construction . That site will host the future Parramatta Light Rail link.
