Built Muscles Up with Sacyr for Next Infrastructure Wave

If you want to go fast, go alone. If you want to go far, go together. And it would seem Built has a journey ahead of it, beefing up its capabilities with an injection of Spanish expertise as it makes a strategic move deeper into megaprojects. It’s a move that Built chief executive of construction David Paterson ( pictured above with Sacyr business development director Jose Manuel Loureda López ) says is less about chasing volume and more about competing at the most complex end of the market. The nation’s infrastructure pipeline is bulging with $242 billion worth of projects across health, transport and event-linked projects earmarked for the next five years. And the battle for scale, certainty, and supply-chain resilience is intensifying. The 2025 Infrastructure Market Capacity Report by Infrastructure Australia points to labour as the most critical delivery risk and shortages are projected to surge and could reach 300,000 workers by 2027. The ink is drying on Built’s partnership with infrastructure giant Sacyr, which brings together more than $11 billion in combined annual revenue that spans healthcare, social infrastructure, commercial, stadia and defence projects. It has already been named the preferred alliance partner for the redevelopment of Peel Health Campus in Western Australia. But scratching the surface reveals a deeper signal about where Australia’s major project construction pipeline is heading. Bigger, more intertwined Paterson says the national infrastructure pipeline is entering a new era of larger, more complex projects amid a tough construction landscape. “Australia’s infrastructure pipeline is entering a new phase, defined by larger, more integrated projects delivered in a market constrained by competing sectors, skills and tight supply chains,” Paterson says. “Our strategic alliance with Sacyr reflects this reality.” Rather than reacting to a single project trigger, Paterson describes the alliance as a deliberate evolution—formed over time between the two groups. ▲ A rendering of the Atlassian Central hybrid timber commercial tower. Construction is well under way on the project at Surry Hills in Sydney. Built contributes a $3-billion-plus annual revenue base, a national platform and what Paterson describes as a digital-first construction model. Sacyr carries global technical depth, international procurement channels and experience delivering large-scale social infrastructure across Europe and the Americas. Paterson says that the combination strengthens “certainty and overall capability” in an increasingly pressured market. Playing in a bigger league? Australia’s tier-one construction space has long been dominated by global contractors with deep balance sheets and cross-border delivery experience. Built already has big-ticket construction projects in play, including the Queen Elizabeth II Jubilee Expansion Hospital in Queensland, Atlassian Central in Sydney , the Chifley South tower also in Sydney, and the Nyaal Banyul Geelong Convention Centre in Geelong. And with a significant infrastructure pipeline yet to be digested, Built is tooling up for bigger and better. But Paterson says the Sydney-based construction company is already operating nationally on some of the biggest projects. “[We are] already operating at the top end of the market, and successfully delivering some of the most complex construction projects in Australia, including major hospitals in nearly every state,” he says. But he acknowledges that project scale and complexity are increasing. Clients are demanding more integrated solutions, earlier supply-chain engagement and greater cost and program certainty. ▲ Construction is under way on the Nyaal Banyul Geelong Convention and Event Centre, which Built is delivering. The partnership, he says, expands the way Built can approach multibillion-dollar opportunities by combining established local capability with global expertise in design, delivery models and procurement. “The partnership brings greater certainty to the market and enables solutions at a scale and complexity few organisations can offer alone,” Paterson says. Global experience and the Olympic factor Sacyr’s international CV includes major sporting venues such as Portugal’s Estadio da Luz and infrastructure for the Lima 2019 Pan American and Parapan American Games. While Paterson says the move is not specifically preparing for Brisbane Olympic infrastructure projects, he says that experience delivering international sporting infrastructure carries broader relevance. “These projects are highly integrated, involve complex interfaces, and operate under heightened expectations around certainty, stakeholder engagement, sequencing, and program discipline,” he says. “That experience is directly relevant because it builds capability and solutions in managing complexity, fixed outcomes, and performance pressure—conditions that increasingly define Australia’s largest infrastructure programs.” ▲ Sacyr was responsible for the delivery of Portugal’s Estadio da Luz. With Australia facing a pipeline that includes time-critical, nationally significant builds, the ability to manage fixed deadlines and intense scrutiny is likely to be a competitive differentiator in the near future. Certainty over price In a market grappling with cost escalation and contractor failures over the past few years, pricing is no longer the only defining factor in procurement decisions. Paterson says it’s not about being the cheapest, it’s about being the most reliable. “The focus is certainty,” he says. “Early supply-chain engagement, digital design coordination, and collaborative contracting all reduce risk, which in turn improves cost certainty over the life of a project. That’s where clients see real value.” Early supply-chain engagement, digital design coordination and collaborative contracting structures are central to the Built-Sacyr model. --> Access to international supply chains, he says, creates optionality when domestic capacity tightens—helping to derisk key packages and improve cost and program reliability. That resilience may prove critical as Australia’s infrastructure program competes with private-sector development, energy-transition projects and defence spending for labour and materials. And the Built-Sacyr alliance may be one of the clearest signals yet that the next chapter of Australia’s construction cycle will favour those who can blend local knowledge with global scale—delivering projects with certainty.
