Apartment Scheme Approved for Contentious Rouse Hill Site

A Rouse Hill site that sparked a political firestorm and corruption investigation in 2019 is to be transformed into a $200-million residential development. Approval has been granted for 295 apartments across four eight-storey buildings at 38 Cudgegong Road. The Herman Residences project is being developed by SH International through its subsidiary Zhinar Architects. The development secured consent from the Sydney Central City Planning Panel, and construction is scheduled to begin in March of next year. The development will comprise 231 two, 48 three, and 32 studio/one-bedroom units. Situated 500m from Tallawong Metro Station, the development will feature two levels of basement parking for 408 vehicles. The project encompasses a total floor area of 26,115sq m on a 1.225ha site. The development has undergone several modifications since its original approval in 2018 by the Joint Regional Planning Panel (now Sydney Central City Planning Panel). While the initial scheme of four eight-storey residential buildings containing 295 apartments remains mostly unchanged, significant improvements have been incorporated through a modification application. ▲ An artist ’ s impression of Blocks C and D at 38 Cudgegong Road, Rouse Hill. Key changes include the addition of a second lift in Buildings A, B and C, increased floor-to-floor heights to meet current Apartment Design Guide standards, and the introduction of service shafts. The modifications also feature aesthetic enhancements such as external circular columns to balcony corners and facade improvements, all aimed at enhancing the living environment for future residents. Key amenities include a rooftop terrace, Italian ILVE appliances, zoned ducted air-conditioning, storage cages, significant landscaping and communal open spaces. The development is near the site of the proposed $300-million Rouse Hill Hospital and the expanded Rouse Hill Town Centre . ▲ The project will be delivered in two stages, with Blocks D and C comprising Stage 1, followed by Blocks A and B in Stage 2. Construction is expected to complete in the fourth quarter of 2026. The site is about 35km north-west of the Sydney CBD as the crow flies, a five-minute drive from Rouse Hill Town Centre and 20 minutes from Norwest Business Park. The project team includes Caladines Town Planning as urban planners and Gradwell Consulting for BASIX certification. The property at 38 Cudgegong Road made headlines when then-NSW sports minister John Sidoti faced scrutiny over his 10 per cent stake in the property, which dramatically increased in value from $4.1 million to $70 million after favourable planning decisions. The controversy led to a corruption watchdog referral and a review ordered by then-Premier Gladys Berejiklian, and Sidoti’s resignation from Cabinet in 2021. Sidoti has denied any wrongdoing.
