Pellicano Puts Forward 25-Storey BtR Plan for Spring Hill

Pellicano Projects is reworking approved plans for a Spring Hill tower, converting it to a build-to-rent and short-term accommodation project. The Queensland-based builder-developer has filed revised plans to Brisbane City Council for the site at 157-163 Leichhardt Street. According to Cotality’s RP Data, the site, 1km north of the Brisbane CBD, was acquired in December for $12.1 million. Former owners Upra Holdings, a company linked to local entrepreneur Terence Timms, had acquired the site for $8.95 million in 2022. Its plans for a 25-storey building of 112 build-to-sell apartments were approved in 2023 . Now, Pellicano is taking the project back to the drawing board, converting the plans to build-to-rent and adding short-term accommodation. The changes respond to “shifting residential market dynamics and emerging accommodation needs” and increase the flexibility and functionality of the building’s use mix, the developer said. ▲ A rendering of the Leichhardt Street scheme designed by MAS Architects. Spring Hill is one of 160 suburbs in Sydney, Melbourne and Brisbane where renters now outnumber owner-occupiers, according to CBRE. Tenants make up more than half of the residents at Spring Hill, its data shows. The built form and land use of the project would conform to the approved building envelope, Pellicano’s application said, activating the ground plane and including an articulated podium. But it would increase units from 112 to 116 apartments and they would be build-to-rent rather than build-to-sell. ▲ Two blocks from the CBD boundary, the Leichhardt Street site is 650m from Roma Street Parklands. Pellicano also wants to add 144 short-term accommodation units and increase parking to 163 spaces from 146. Unit typologies would also change—from one, two, and three-bedroom configurations to studios and one and two-bedroom apartments. This would necessitate internal floorplate amendments. A rooftop pool, cinema, gym and barbecue areas are also included in the plans, as well as a commercialised ‘wellness’ space of saunas and steam rooms operated by Pellicano’s Neuewell brand. The build-to-rent apartments would be managed by Pellicano Living, a sub-brand of Pellicano Group, while another sub-brand, Rambla, would manage the serviced short-term apartments. ▲ As well as increasing the number of units, Pellicano's revised plan adds further amenity to the project. Pellicano Living manages the completed stages 1 to 5 of the South City Square precinct comprising 700 units and a further seven properties across the east coast. A two-storey office block on the site would be demolished to make way for the project, which is 550m from the Roma Street train station. Pellicano hopes to begin site preparation works next year. Pellicano has a trio of build-to-rent towers in the works in Brisbane , including a 35-storey tower of 440 apartments proposed for Woolloongabba and 477 apartments at Fortitude Valley.
