Time & Place Plots Potts Point Affordable Pathway Pivot

After three years in planning limbo, Time &amp; Place has made a fast-track pivot for its Potts Point luxury development. Reflecting the shifting planning landscape in NSW, the developer has submitted its plans for 45-53 Macleay Street for consideration as a State Significant Development. A spokesperson for Time &amp; Place said it was a “complex, city-shaping project, and the SSDA process is built for that scale”. Proposals were first filed in 2022 for a nine-storey building of 28 apartments with ground-floor landscaping and a pool. The concept development application did not receive approval and was the subject of a Land and Environment Court appeal. The developer re-notified amended plans with the City of Sydney Council as part of the court process last year. The LEC process for the development remains ongoing, according to the developer’s submitted application that is now on exhibition. Time &amp; Place is planning a 13-storey shoptop development with an estimated development cost of $99.44 million, via the State Significant pathway. “[The pathway] gives a clear framework, state oversight and certainty on timing, all of which aren’t always guaranteed through the usual channels,” the Time &amp; Place spokesperson said. “For us, it was the most transparent and efficient way to deliver something of this importance.” ▲ Rendering of the proposed tower designed by SJB Architects. Fifteen per cent of the proposal’s apartments are to be allocated as affordable for 15 years, handing the site a 30 per cent affordable housing height bonus on top of a 10 per cent design excellence bonus. Under the plan, the project would have nine affordable apartments on levels one and two, and 25 market apartments on levels 4 to 12, and rooftop terraces and plunge pools. The spokesperson said the affordable housing provision bonuses were a “really positive shift”. “By embedding affordable housing in developments, NSW is creating genuine housing diversity and giving the industry a clear framework to contribute,” they said. “Affordable housing was a natural fit for [Time &amp; Place’s] project and aligned seamlessly with the SSD framework. It created a supported route for assessment and delivery, and a more constructive pathway.” The proposal also includes 250sq m of retail on the ground floor plus three basement levels of parking. ▲ The 1960s-era building on the Macleay Street site. The SJB Architects-designed building would replace a 12-storey residential building of 80 studio apartments built in the 1960s. In its initial feedback, the city asked Time &amp; Place to investigate the viability of the existing building, but the developer determined that it could result in “a much poorer and constrained development outcome” given the need to bring facades up to code. It also was nominated as a “detracting” item in the heritage conservation area, making it unsuitable for adaptive reuse. The site is near an approved six-storey development at 95 Macleay Street , the former site of the La Strada restaurant, a dining landmark of the 1980s and 1990s, which developer Peter Metzner acquired for $8.5 million.
